First read this Slideshare Blog on downloading files from Slideshare:

"File Download- This will be possible, only if the person who uploaded the
slideshow has allowed the downloading."

If a "Download file" link is present in the area of the viewer then it can
be downloaded by clicking on that link, if however, there is no link labled
"Download file" then the author does not allow the downloading of the
presentation.
