Why does it seach the cookies like all other Spyware?

Not sure what "it" is but why are cookies included in anti-spyware
programs? Because sites sometimes have "partnerships" with ad feeds. Visit
site 1, it drops a cookie for a particular ad feed. Visit site 2, one who
uses the same ad feed. The cookie for the ad feed is checked and possibly
updated with info like what ads you've already viewed. The ad feed will
then know if you've seen a particular ad or not).

Cookies of this type are called "data miners" by the anti-spyware programs.
The sites can't access any other info than what is in their relevant
cookie, so you can leave them alone if you so desire. On the other hand -
if information of this type going out from your computer bothers you at
all, delete them.

This is just one example of "data miner" cookies. Others track stats: sites
visited (if subscribed to the stat service), search engines used, and so
on.

Because "cookies" are not really a big deal,even the type that Sharon talked
about in her responce to you.Besides it's best to delete your temp. internet
folder and cookies before you scan anyway.
