Are you sure the message said "anti spyware [sic]" and not "antivirus"?

Malke

yes defiantly says it under performance information and tools, it says
the security center reports that there is no anti-spyware product actively
protecting this computer.

though defender is mentioned along with my anti-virus further in the report

under root\securitycenter.select *from antispyware product

What antivirus/security package is installed?

[sigh] You will find that providing one or two-word answers and no details
will not get you help. I'm not going to spend my time trying to drag the
details out of you. So here are links to show you what you need to provide
in order to get focused help, as well as the First and Second Questions of
Troubleshooting for you to answer. Come back with all pertinent details and
we can go from there. Or take the machine to a competent local computer tech
(not a BigComputerStore/GeekSquad type of place).

The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?

Be sure the computer is clean:

And if you think your computer is completely fine except for Windows
Defender, there is a dedicated newsgroup for it:

http://www.microsoft.com/athome/security/spyware/software/newsgroups/default.mspx

If you choose to post there, you should provide the necessary information
for the WD experts to help you.

I agree with Malke on the brevity of answers, but I also think you will
find that AVG does NOT make itself known initially to the operating
system. What you have to do is tell the operating system that you HAVE
an antivirus suite (AVG) and that YOU will monitor it. Then, the
operating system will quit bugging you about it.

The place to do this is the Security Center of the Control panel.

This is incorrect about AVG (Windows Security Center recognizes it) and the
OP isn't asking about his antivirus status; he says the problem is with his
anti*spyware* status, i.e., Windows Defender.

Maybe for you, but not for me. I had to tell Vista that I had AVG.

I was being Reticent. You asked me what anit-virus i had so i answered, no
idea what else you expected me to say.
As for the security centre it is listed as on and working under malware. The
same goes for AVG.

Avg 8.9.405 says i am fully protected. Windows defender is not in the
notification area but does popup if its been a whiles since a scan to say i
need to scan.

I cant find it under running programs or services but maybe i just cant see
it, it is set to run under startup programs and under services in msconfig.

Hello Joe,

Since you are running Vista, navigate to the shortcut for the
Command Prompt from the Start menu and "right click" the shortcut and select
"run as Administrator." Then, enter the following command:

winmgmt /verifyrepository

Let us know the result displayed.

Hi Joe,

Sure, this is a good news
I'm really surprised by that result. I expected it to tell you that your
repository is NOT consistent.

Thats good, so it is active then :) just wonder why the performance test is
saying there is not anti spyware doesnt make any sense to me.
