Recently, when I point at controls on web sites, I get an anoying "tool tip"
popping up by my curser that says "Click to activate and use this control".
I assume this is the result of one of the many supposed "security updates"
I've had to download and install, but how the heck do I get rid of it?

Microsoft has a download that stops this, but it will only work till
mid-June, so IMO there is not much point in most people getting it.

The change results from a lawsuit that Microsoft lost. Some websites
will be modified to avoid the circumstances which result in this
message, but for the other sites, you'll have to learn to live with it.

Don't blame Microsoft. Blame Eolas, the company that sued them, and
blame the US Patent Office for allowing Eolas to patent a standard
element of the HTML web standards.
