Another Start up Glitch

Whenever I restart (or power down and start), I get a
blank black screen.

Next time I start I am prompted to start in safe mode
(which I do). Then I power down, disconnect the
powerstrip and power up. Windows starts in the normal
mode fine.

However, the next time I restart (or power down and
start), I get the same black screen.

How can I correct this?

System:

XP home, SP1, Celeron 1.2 GHz, 256 RAM

had this prob too, fixed it by disabling PCI Busmaster in the bios
