Another question!

I am having some trouble which I cannot suss out why its happening.

The problem is that when I go to connect to the internet, the dial box pops
up and keeps 'flickering'. I have now noticed that every time it flickers
it is actually opening another dial up box. I bring up the Windows task
manager and it shows about 20 or 30 dial up boxes that are open. I have to
end task on every one before I can try to connect to the internet again.

Do msconfig and uncheck startup items which resembles to the dialers.Just check add/remove programs and if you find anything related to dialers remove them.You can check run,runonce keys in registry

Have you checked the system over with AdAware and Spybot Search and
Destroy? If that dialer window is not one that you've initiated, you may
have picked up an unwanted dialer. The above programs search out many of
these and if found on your system, will remove them.

Important with both of AdAware and Spybot Search and Destroy: After
downloading and installing, run the update feature. Then run the programs
to scan your system.
