another pop-up

A pop up appears about once every hour, opening a browser
window approx. 100x100 pix, and creates a file on my C:
drive at file:///C:/Documents and
Settings/Administrator/Local
Settings/Temp/NDr14B.tmp.html, with the "14B" changed to
some random number each time it loads. Spy-ware and pop-
up blockers don't prevent it.

Any ideas?

So any fixes this is reoccurring on mine to ? any ideas
