Now I wonder: If there had been such an occurrence as described in that
article, shouldn't it have been *the* news in next days's papers? Yet
there has not been any remotely related article in the newspapers,
magazines and epapers I read.
Furthermore, I do know our social welfare system, at least a bit, so I
suspect that the author of that article just took some age-old facts
that have nothing in common with each other and combined them to write
that silly article.

Besides, this is a political topic, and a very controversial one, too.
Neither am I willing to discuss this an grounds of such a badly
investigated article, nor is this the right group to do so.
