Another El Torito question

I finally got a bootable El Torito disk that seemed to work fine, but after
I removed the HD FAT partition I used to create the CD image the CD no
longer boots! (Well, it gets to the point of displaying the 3 horizontal
blue bars with the XP logo and then hangs there - it never proceeds to the
"Welcome" screen or my shell.)

Please don't tell me that the HD FAT partition has to be there to boot the
CD! How can I use this to initialize virgin systems if that's the case?

Any community wisdom here?

Well, I put the FAT partition back and copied the pre-FBA files to it and
the CD booted like magic.
Clearly, therefore, there are still files on the CD whose drive dependencies
were not changed by etprep and are still pointing to C:.

Any known solutions to this? Are there any tools that will pinpoint exactly
which files are expected on drive C:? Is there a way to build the image so
that the CD drive letter after etprep is the same as the HD?
