annoying sound and crackling

i'm really getting annoyed with this now. when playing anything audio like off a CD I want to do something else on my computer (open up another window) and I'm browsing through pages, whenever I scroll down or up the sound crackles and usually slows down, it really annoyes me. Please Hel

if you need to know anything about my computer: is Windows XP, has 368MB RAM, I have DirectX9.0b
