Annoying grammatical error in resx comment

One of the pure-Unix guys here pointed this out, and now it's
one of those low-priority annoyances that won't go away. This
text appears at the start of each generated ResX file:

The primary goals of this format is to allow a simple XML format
that is mostly human readable....

"goals" ... "is". The subject and predicate don't agree.

Is this the first error in Windows Forms found by a heavy-duty Unix
command-line-oriented developer?

I don't know why they include that big and stupid command in every resx
file...

Placing that schema in
"%VS7InstallDir%"\common7\packages\schemas\xml
and just referencing it would save even more space.
