Something is running on your computer that wants Internet access and is set
to start with your computer. It could be malware or it could be incorrect
network settings. Since you didn't tell us the answers to the two following
essential questions, I can't be more specific:
The First Question Of Troubleshooting: what changed between the time things
worked and the time they didn't?
The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?

Other places to look:
1. Internet Options>Connections - if you don't use dialup, then either
remove the dialup entry or set it to "never dial a connection".
2. If the computer is virus/malware-free, then you can do clean-boot
troubleshooting to determine what program is trying to access the Internet:
