Annotation marks in published forms

Outlook 2003 Question:

I have created a custom form and issued it to a group of users as an 'oft'
file. The users have then published the form to their Inbox so that they can
get at it easily from the Actions menu.

My problem arises when a user opens the form and then edits the text within.
If they have the "Mark my comments with" checkbox set under
Tools/Options/Email options, then any textual changes that they make in the
custom form are flagged with their respective annotation mark. For example,
in the line below, I added the word 'test' and everything between the double
quotes was inserted.

Please"" [GAG] test"" use the review sheet


Instead of telling every user to manually turn off "Mark my comments with"
before using this custom form, and then turning it back on again when they
are finished, is there a programmatic or property-based mechanism that I can
use to disable (or fool) "Mark my comments with"?
