Animation!?!?!?!

Hello. I am a very young person. I want to make japanese
cartoons ( does that give a clue ). So my question :

Can I Make Cartoons With Windows Movie Maker?
If so how?

Please supply the information. Befor I waste my time.

You can save movies that use still images or animated GIF files. The still
images can have durations as low as 1/8 second - which might not be enough
for a cartoon. The animated GIF's would play at normal speed for you to
overlay music or narration.

the speed?

Do a Google search for 'animated gif' and you'll get over a million places
to go to get such files. To create ones, you need software other than Movie
Maker. Maybe someone else can point you to some software.

You set the duration of the still pictures in MM2 using Tools > Options >
Advanced > Picture duration

MovieMaker isn't really the best tool for making cartoons. Most of the
cartoons that I've seen on the web are created with Macromedia Flash or
Shockwave. You can see some examples at http://www.markfiore.com/ (the
subject matter is political, but technically it's a very impressive use of
technology).
