Animated GIF bug?

I find that large animated GIF's run very sluggishly, even after the
XP SP2 update.
It appears to be a software bug because you can restore smooth
playback by simply right-clicking the image and selecting "Properties"
from the drop-down. This works even after closing the properties
sheet.

Try it yourself with this image:

And, for those with html readers:

Oddly, If I embed it between IMG tags in some vBulletin discussion
boards, it plays perfectly.

Any idea when this is going to be fixed?

See if anything at http://inetexplorer.mvps.org/answers.htm#ani_gif helps. I
would be looking at other programs that might be filtering GIFs or other
content.
