animated clip art in email

when I insert animated clip art in email (per the instructions) it isn't
animated anymore - why?
 
Hi there,
In MS Outlook main window (for 2003) click on Tools > Options. Click the
Mail Format tab and make sure your format is set to HTML. Click OK to apply
changes.

I ran a test with a animated clip, and it worked when I sent the email using
HTML Format, but didn't work when I used Rich Text.
