Anchor doesn't work

It worked fine for me Harrison, so I have no idea what's wrong. Since it's
not in US English I wonder if it could be some kind or encoding issue where
the # character is appearing correct to you but not at the server? I say
that because I'm British and that # sign (Shift 3) and the UK Pound sign are
transposed (And I think " and @ are transposed too).

Seems like many people don't use that from the keyboard (and do not even
know it is in website links they hit) so I guess it could be some kind of
"Encoding" problem that nobody has noticed.

Have to say I think this is probably entirely wrong :)

Does this type of anchor work if it's in a link on a webpage, for example
"Instructies" at the top right of that page? It is the same link of course.

Yes, it works in a link on a page.
It doesn't work when it is directly typed in the addressbar.
Same problem at other sites (in other langauges)

When i put an anchor link directly after the website address the browser
jumps to the top of the page.

For example, when ik put in the address

http://www.microsoft.com/downloads/...9db6-ec7d5b4dd867&displaylang=nl#instructions

i get the top of the site and not the location where the "instructions" begin.
Anyone a solution?

Try it in the Address bar once the page is loaded.
(Works for me.)

I have seen your symptom occasionally too.
At first I thought it had to do with special characters
having to be escaped in the anchor but this is clearly
an example where that is not the case.
Perhaps it has something to do with the encoding
versus the encoding of where the link is found?
(e.g. the encoding of your example page is Unicode
but the encoding of the OE message is ASCII.)
