Analog capture in Full NTSC

I'm trying to capture footage from VHS and I want to get the best possible
rez so I change the video settings to 720x480 but when I try to capture I get
an error which says "the video device is currently in use. Close any other
applications.....". I'm using a PCI tuner card w/ composite input and I've
checked all the settings. I am able to make it work w/ the settings @ 640
x480 bit rate 2.1 but I was hoping to get bigger.
 
I believe this is the best you will do, unless you get another capture
device which will offer greater resolutions.
