I have just started having this problem yesterday. I notice from most of the
posts (haven't read all yet) that no one has any idea what is going on or how
to resolve. While trying various things to get rid of the offending message
I noticed that security permissions are messed up all over the place. Access
is denied to many folders and attempts to change permissions always causes
errors even if I just click apply without any changes being made. Dollars to
doughnuts there is a connection. Any comments? Don't waste your time asking
about administrator privileges. This problem is major since the message is
in my outbox and is preventing me from sending.
 
The only solution at the moment is to nuke the message store and start over.

The easiest way to do this is to rename the Windows Mail folder and when you
restart WinMail it will be regenerated fresh.

So go to Tools | Options | Advanced | Maintenance | Store Folder and that
will tell you the directory where the database is.

Then either rename that directory (from Windows Mail to WIndows Mail Old) or
move everything out of it to another directory and then restart WinMail and
start over again.

As to permissions problems, if they involve WinMail, then they can be
detected in Event Viewer as access denied errors from ESENT. If you see
those then you need to take ownership of the message store directory and
then reset the permissions.
