Maybe that ref manual was preliminary? ;-)

Is the IO virtualization part of the same specs as Pacifica? It seems to
me that the abilities described herein were available right from when
these processors were first introduced?

Chips with IO virtualizing are expected in the middle of 2006.
The word pacifica is not in the document I related to.
