amd 64 overheating?

I just had a new system built for me and this is the first computer where
I've had asus pc probe to monitor temperatures. When I turn the PC on, it
read the CPU as 28C and the motherboard at 27C. After about 5 minutes or so,
the CPU temp. is at 35C and the motherboard at 32C.
Is this normal? I played a game of pinball that comes with XP and am running
a short slideshow I made with movie maker and noticed these temps.

I have no extra fans but I guess I should get some. Will these fans make a
big difference? Are AMD 64's supposed to get that hot and is that safe for
the computer?

I've also got a stock 350 power supply and am told I should upgrade that to
a 420 watt or higher. Will that help cooling? I'm watching the temp from the
bios right now and the CPU is 40C and the MB is 35C.

Your temps are right in the ball park. AMDs spec sheet shows 70C max for
the 130nm AMD64s and around 65C for the 90nm parts.

350W PSU and one rear case fan is all you probably need, unless you have
a high-end video card and lots of HDDs.

Everything is relative to the room temp. I consider good case cooling to
be no more than 6C over room temp, although I prefer to keep mine around
3C difference. CPU at idle (in OS, not bios, as bios loads the cpu more)
10C or less about case temp. At load, no more than 20C above case temp.
With low voltage 1.3v, and powernow limiting CPU to 800MHz, my 3000+ under
full load runs only about 3-4C above idel. At 1.4v and 1800MHz, it runs
about 7c above idle, and at 1.5v (default) and 2000MHz default, it runs
lees than 10C above idle. This is with the stock cooler and replacement
80mm lowspeed fan. The bois reads 7C above the OS idle temp.
