Looking in My Computer> Properties, I see that my AMD 3000+ processor is
running at 1.73GHz.

I've just bought a new pc & previously I had an 1800+. It showed a speed of
1.53GHz

Can a processor upgrade from 1800 to 3000 only provide a slight improvement
of clock speed?

Should I be concerned?

Hi;
Processor runs at 333 so set FSB in Bios to 166 (or 167 for a slight "kick")
Simple explanation: The MB uses DDR memory and the actual FSB will be
doubled also.
Keep the Multiplier "AUTOMATIC".
3000+ (equivalent to P4 rating) runs at 2250 or so.
