You cannot change the default language for the Operating System, except
under certain, special circumstances.
You can change the language using the Windows XP MUI (Multilingual User
Interface) but only if you have the English version of XP Professional and
only if you are a corporate customer or OEM. It is only available as a
Volume License purchase.You cannot change the default language in a consumer
version of XP.
The only thing that can be changed, in the consumer version, is the ability
to display documents and web pages that are written in a different language
and the ability to enter text into a document using a different language.
To do this, open Control Panel/Regional and Language Options/Languages
tab/Details button. Select the Add Button and select the Language and
Keyboard layout you wish to use.
This will cause the Languages Toolbar to display which will give you the
ability to switch between the different languages for the keyboard.
