Always maximizing new windows

How can I default to always mazimize a new window? I've tried the maximize and move options on the toolbar and even reset the 'Run' property in IE to Maximize, to no avail.

If you stretch a window to nearly full size, then close it, windows somehow
usually remembers this and next time you open it, will be the same size.

This is bizzarre. I keep reading where "maximized" windows when closed and
reopened will not be maximized. I wish it were that way on my computer.
Especially here at work. When I leave for lunch someone else fills in for
me (it's a customer service desk). I have my windows adjusted to the size
and location that I like, but they always invariably maximize them. This is
with I.E., or any other program window that they use on my computer. Then
they close them before I come back. So, when I open them to use, they're
all maximized. If I "restore", it will go back to the size I had it, but
I'd sure like to find a way where I.E. and other programs will not remember
maximized. Then they could do what they want and I wouldn't be so irritated
when I come back from lunch.

2. Using the mouse DRAG AND RESIZE THE WINDOW TO ITS MAXIMUM. DO NOT
USE THE BUTTONS IN THE TOP RIGHT HAND PORTION OF THE WINDOW.
3. Now close this window by going to the FILE drop down menu and
clicking on Close. Do NOT close it with the bottons.

From now on, Windows Explorer windows will open up at maximum until
you resize them with the mouse and close them again in the method
noted above.
This proceure works for Internet Explorer windows as well.

Not exactly Seven. The procedure is as follows:
1. Open a Windows Explorer window.
