Always Has Attachement

This is a long shot but make sure you're not sending the mail in Rich Text
Format. Try using Plain Text format instead
 
Whenever I send an E-Mail the person who receives my E-Mail always
E-Mails me back that there was an attachment with my E-Mail and that
it's empty. The problem is that I never sent an attachment! Is there a
setting somewhere so that I can correct this?

Are you digitally signing your emails? If so, that's the deal, Outlook
spuriously displays the attachment indicator (paper clip) for signed
emails -- broken by design.

No I'm not. But in the meantime I found a setting under the compose,
options to send E-Mail as attachment, I unchecked that, now I'll test it.
