I have been downloading Excel files from a web site. I
accidentally unchecked the box for "Always ask before
opening files of this type". Is there any way to restore
that setting so the file does not automatically open?

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
