Alternating old and new pages

I've got a problem with Internet Explorer where I apparently have a "cached"
copy of my starting web page. When I open Internet Explorer, it goes to this
page, but it alternates between the "real" version and the "old" version.
(If I open IE 10 times, attempts 1,3,5,7,9 show the "real" page, and the
others show the "old" one.)

I don't want to clean out my Temporary Internet Files directory because
there are other items there that I want to keep (it's a lot faster) -
however, I've tried all different options (except "Never") in the
Tools/Internet Options form on the Settings button ("check for newer versions
of stored pages"). I had this happen a while back and I don't remember how I
fixed it then, either...

Depending on what is really happening (e.g. as seen in a packet trace)
what that may actually be a symptom of is a broken intermediate cache.

Press Ctrl-F5. It should be almost the same thing as deleting
just the elements for that page.
