alt+ctl+del wont show task manager??

When I do a+c+d I get a disconnect or logoff window. I
want the task manager to be able to shut down programs.
I even tried going into the control panel to launch task
manager but it still does the same thing. Win XP home
edition.

Start>Run>taskmgr.exe>applications tab
