allowing other people to access email

Network is running exchange and outlook 2000. How do users give permission to others to access their email? How does a person with administrator priveleges access other people's email? I'm new to the system.

Just to read then go to Tools > Options > Delegates tab then to view go to
File > Open > Other Users folder, depending on your version of Exchange but
if it is Exchange 2000 then Exchange administrators no longer have full
control over users mailbox.
