Allowed programs list

I have the latest Windows Defender installed and notice that there are no
programs in the list on the page titled "Allowed programs." Is this normal?

When I go to the page entitlted software explorer, programs are listed but I
am not able to "enable" programs that are currently listed as "not yet
classified." Is that also normal. Who or how is it determine that a
program is allowed? I know I was not asked whether to allow any of the
programs in the list.

The program seems to have few, if any, user choices, unlike the older
Anti-spyware that it replaced. What is the reason for giving so few choices
in what can or cannot be done? I am considering uninstalling this, as it
seems to do so little.

Am I missing something? Thanks!
 
If you are talking about Tools - Allowed Items, then there shouldn't be.
It's not until you run a scan and WD detects potentially unwanted software.
Then you have the opportunity (Always allow) to put items in the Allow area.
The programs listed under Software Explorer
reflect what's running on your system. Allow in this case means that WD
knows about them and they are presumably safe. Not yet classified means that
WD doesn't currently have definitions so it doesn't know if they are safe or
not. You do not have the option to classify them yourself in Software
Explorer, assuming that's what you are trying to do.
