allow users to change network settings

I have a w2k domain. Some machines are XP Pro and some Y2K Pro. I want domain users to be able to make network changes. I tried to succeed it through Group Policy (User Configuration-Network Settings) but although i disable all "Prohibit Settings", users still can not change IPs. In XP machines i add domain user to the Network Configuration Operators Group and the problem was solved. Do you have any idea how to proceed for the Y2K Pro machines? Why Group Policy does not work
 
Hello,
In order to make system state changes in 2000 or XP a user must be a power
user or local administrator on his workstation. The Network Configuration
Operators Group only came into existence in Windows XP.
