allow user access to specific program

User on a XP Pro SP2 computer, workgroup, not a domain.
I am setting up a user to have minimal access, ie. only running preinstalled
applications. Everything is working fine except one program that they can't
run. It will run if I run it as a user with admin rights.
How can I grant access for this local user to run this program without
making it a power-user?
 
In the shortcut properties click the "advanced" button - this will allow you
to run the application as a different user than the one logged on.
 
This solution, if I'm not mistaken, requires you to enter the
username/password of a local user with appropriate privelages everytime you
want to run the program. I want a solution that is more permanant.
 
You can use a batch file to provide the username but my understanding is that
it will always prompt for a password.

If you don't want any prompts then the question is what specifically is
causing the application to fail? Is it trying to install something or just
access a folder the user doesn't have permissions to?
