Allow Normal users to run Internet Connection Wizard

I am trying to allow my normal users to run the Internet Connection wizard.
I found an article in Microsoft (255068) that says to get around this I need
to "use the Group Policy MMC to specify the domain policy for Internet
Connections" but I don't know where in group policies I need to do this or
what I need to set.
 
I depends on if you want to configure on a computer or user basis and what
your trying to achieve, of course it would be best to test this sort of
change outside of a production environment first if you can

On A local Basis you can review your Local workstation GPO on your to find
the setting
it is in

User Config\Admin Templates\Windows Components\Internet Explorer\
Disable Internet Connection wizard subkey is one way.

I would personally create a workstation GPO to apply this setting, then link
it to the OU were the computers are located, or you will need to make the
changes on the default domain policy

You can use active directory users and computers in a win2k domain to view
your Group Policy Objects as well as the GPMC

Make sure you disable the New GPO before you start configuring it, you can
then link it to a test OU with a machine and enable it, in it, to ensure all
perfroms as expected before applying it to multiple computers

Remember this will allow the modem connection wizard to run which means that
a LAN computer could have a modem connected to it and dial out when
connected to the LAN a big security no no is some places.

you could also deploy custom I.E config files using the IEAK (Internet
Explorer Admin Kit)
