Allow non admins to change wireless

How would I allow domain users to be able to connect to their home
networks without giving them admin access?
 
There are GPO settings inside the user configuration that will allow the editing of certain networking properties. Though I cant recall the granularity of these at the moment, so you may have to open up a lot more settings to their power than you want, say TCP/IP.
