Allow each Outlook account to store messages in a different locat.

Mozilla Mail (Thunderbird) has per account message folders. This allows
people to keep different mail accounts separate without having to resort to
cross-account filters.
My suggestion is for Outlook to allow users to set which Mail Folder they
wish to store their Email. Keep the current location in the Email Accounts
setup as a default for new accounts, and add a line to each individual
account setup which allows the user to specify alternate locations to store
their Email for that account.

Outlook does that naturally for IMAP and Exchange accounts and can also do it for POP3 accounts with rules.

My suggestion is to do it WITHOUT rules. Doing this without rules makes more
sense as it cannot lead to cross-account pollution issues in the event of a
crash or bug.
