Allow Bypass help needed

I know this has been posted before and I have seen the answer, but for some
reason my machine will not pull old headers today, so I have to ask the
question.

I have a database that has been split into a front end and back end with
user level security. The startup has several options set to additionally
secure the database. I know I can bypass the startup with the Shift key,
but I don't know how to disable that function. Can someone tell me how to
disable it?
Also, is there any workaround where it can be disabled for users, but not
for Admin security level?
