Allow a normal user to logout another RDP session?

I have several virtual machines that run specialized software where the
users access the virtual XP Pro machine via RDP. Everything works
great, except sometimes people disconnect and leave the session locked.
Is there a way to allow a normal user to forceably close another users
RDP session. Making them local admin is not an option at this time.
If that can't be done is there a way to configure disconnected session
timeouts like there is in Terminal Server?
