all users share programs

I have a computer with xppro on it. It is setup for two
different users how can I go about making all programs
available to both users?

Start/ControlPanel/User Accounts/change the way users

log on or off/give administrative rights to All Users.

Move their icons into C:\Documents and Settings\All Users\Start
Menu\Programs
