I placed a few Internet Shortcuts in C:\Documents and Settings\All
Users\Favorites, but the shortcuts DO NOT showed up in any of the user
accounts.

Any help with that will be gladly appreciated. Thanks!

They will not show up in other user's Favorites folders in Windows NT.

Windows XP is really Windows NT 5.1.

See this.

How to establish a common Favorites folder with Windows NT

You could share Favorites more easily with Windows 98 and IE 5 and earlier.

What about setting up URL links for every user account without changing the
default Favorites folder for each user, like the default Win XP links (i.e.
MSN.Com; Radio Station Guide; Customize Links; Free Hotmail; Windows;
Windows Marketplace; Windows Media)

Add the favorites here...
C:\Documents and Settings\Default User\Favorites

C:\Documents and Settings\Default User is used when setting up new accounts.

That way they would be there in a new account that was set up.

You can also export favorites from Internet Explorer.

Internet Explorer 6 for Windows XP
To export the Favorites folder, follow these steps:
1. Start Internet Explorer
2. On the File menu, click Import and Export, and then click Next.
3. Click Export Favorites and then click Next.
4. Click Favorites and then click Next.
5. Type the name of the file that you want to export the favorites to. By
default, the export file is named Bookmark.htm.
6. Click Next and then click Finish.
from...
http://support.microsoft.com/?kbid=211089

You could export one set of Favorites to get your Bookmark.htm file and then
Import from each account that already exists.

To import the Favorites folder, follow these steps:
1. Start Internet Explorer
2. On the File menu, click Import and Export, and then click Next.
3. Click Import Favorites and then click Next.
4. To import from an HTM file, select the radio button for Import from a
File or Address and type the path or URL of the file in the field provided.
5. Click Next.
6. Internet Explorer will prompt you for a location within your favorites to
store the imported items.
7. Click Next, and then click Finish.
8. You should then see a message saying that the favorites were successfully
imported. Click OK.

I know of no way to automate this. Someone else may know.

Maybe ask here.
