All users folder ?

I set up a downloads folder so that all users could access it. I set it
up under C:\Documents and Settings\All Users\Desktop. I also added my
second user account which is not an administrator account to the
security and gave permissions to both read and write and modify anything
in that folder which is what I want. But when I go to my normal user
account, I am unable to open zip files, or run installer files though I
can open text files. What else do I need to do to give full access to
my other user account. I thought that was what the all users folder was
for. I can download to the folder and run those program I just
downloaded, but some give me access denied. So, how do I make all files
in that folder accessible to all users?

Hello Z.K.,

Downloaded programs to run sometimes requires also rights to the windows
or windows/system32 folders where normal user accounts are not allowed to.
