All User Profile - Home Edition

I am unable to delete a folder on the desktop of all
users profile permanently. You can delete it, however it
returns each time I start up or re-boot. When I create
another folder I can delete it with no problem. I have
tried everything I can think of and about to pull out my
last 9 hairs. Please help!
