If this is the case, look for a registry value named DisablePOP3 at: HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options and/or HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Outlook\Options
