All programs menu items???

I tried to get an answer to this over at the "help & support" group but no
answer. Maybe someone can shed some light on this. I'm stumped.

Windows XP as Administrator

I right clicked on "Start" and "open". I then double-click on "programs" and
find that many (over 50%) of the icons are missing. I went to the same file
for all users and find that there are more icons but, still, not all.

What I want to do is setup All Programs more efficiently and this is the way
I've always done it. Is there any way to get the programs to show?

Not all programs are made to install in a true multi-user environment yet.
You may have to manually copy some shortcuts to the ALL USER desktop/start
menu.

The All Programs menu is built from two of the classic menus. The user customisable part of the main Start Menu and all of the Programs menu. Therefore you have to look in all 4 folders. Didn't you notice them before you opened Programs?

C:\Documents and Settings\David Candy\Start Menu\Programs
C:\Documents and Settings\All Users\Start Menu
C:\Documents and Settings\All Users\Start Menu\Programs
