I am a network administrator, providing internet services in my area through
Local Area Netwoking in my area.

I give a static IP to my users, Install ISA Client and a local area
messenger.

I have to setup some of my clients' computers each time whenever they
install their new windows xp.

I want to do the following:

I will copy ISA Clients Setup files and Local Area Messenger's setup files
in a folder

and I want to make a registry or bat file that user will double click the
file and it will automatically assign them an ip address, install isa client
and local area messenger

How can I do this, please help

In a domain, you could use group policy to do this...
and I want to make a registry or bat file that user will double click

I have no idea how you'd do all of that. A normal user account wouldn't have
the permission to do this anyway.
How can I do this, please help

Please provide more detail about your network setup and perhaps someone can
help you. Group Policy is my recomendation, but you don't say whether you're
using AD or not.

Also, another option is deployment software like Acronis SnapDeploy or
Symantec Ghost that can image the new PC with a standard OS and software
build.
