All desktop items appear white. Cannot connect to Programs

hi have you put any new software on the laptop in the last few days or so???,
it sounds like windows doesnt recognise the shortcuts or the icon files, have
you tried to boot the laptop in safe mood??
 
Hi, Hope you can help me.
I turned my laptop on this morning and all the desktop icons were white
with a small window inside them.
I can not open any of my programs apart from internet explorer and
microsoft office.
If i click on an icon a small window comes up and displays a message;

Windows cannot open this file
To open this file windows needs to know what created it
Windows can go on line to look it up automatically(which just takes me
to windows web site which then says it dosnt recognise this file type)

or select this programe from a list which is empty.

I have tryed system restore but the same message as above comes on
screen.

Anyone got any ideas please.

Run the .ico file association fix (registry edit)

No, i dont know how to reboot in safe mode, and no i havnt installed any
new software
