In Outlook today it shows my recuring events as all day events, how can this
problem be fixed

ARe they events or appointments? Events are, by default, all day
occurrences.

These are appointments not events, but in outlook today they show up as all
day events

What are the time parameters for these appointments? Are they 24 hour
appointments? If yes, then Outlook sees them as events, not appointments.

I'm having the same problem. I have a recurring appointment that is scheduled
for 30 minutes in the morning, every weekday, with the reminder turned off.
It shows up in Outlook Today as an all day event, for every weekday.

I have found that removing the recuring event then setting the appointment
time and then re-setting the recurrence, this fixes the problem.
