All apps open in notepad.

I was trying to delete a file, .exe to be exact off of a second hard drive.
It would not let me, said something about it being used by another program. I
tried renaming it to a different extension and it wouldn't let me do that.
Then out of confusion I selected it to open with notepad. So now all me
programs and shortcuts open in notepad, no matter what I do. What Have I
don't to deserve this and how can I fix it.

Now you know there is a little box in the OPEN WITH window that, if checked, make the program you
choose the default for all such files. Learn to uncheck that box.
Have you tried the System Restore to a date before you screwed up?
