All Administrator Accounts have NO permissions

Hello Gurus,
I ran a re-install of XP home (SP2) on an e-machine which crashed. Now I
can not use some of the on-board devices and have tried to install PCIs.
When I run the setup packets, I get the message that I do not have access,
and to log on as Administrator, which I was. I created 2 more Admins in safe
mode, but all have the same problems. I ran malware and found none. I have
read other questions, but can not find the problem. I do NOT have the
original e-machine disks, but the e-machine's SP Home COA was on original
machine. I am stuck, and all, if any, help would be greatly appreciated.
Also, If I need to do a clean install, will the genereic XP Home Disk work
with the e-machine's COA. However, I would prefer to fix the problem and not
wipe it clean. Thank-you in advance for all, if any, help.
 
This may not mean these accounts are not in the Administrators group, but it
may be damaged Access Control Lists, some aspects of NTFS and Windows
Registry that you need permission over have lost their Full-Control rights
for Administrators and possibly the SYSTEM user.

Microsoft's SubInAcl.EXE (part of the Windows Resource Kit and its own
topmost link in Google) is often used to correct this particular fault,
typically picked-up by Setup failures, e.g. in the Windows Registry:

I will give it a go. But what do you think about using the e-machine COA
using non-OEM xp disk? I am afraid that if I format and start over, I may
lose the XP on the disk. All my important docs are saved. Thank-you again
for your help.

I don't know about eMachines. Retrieving its Recovery CDs is your best
option for this route. AFAIK, you cannot use an OEM Product Key with a Retail
WinXP CD; you'd need a genuine OEM WinXP CD as your installation media, such
as a friend's DELL.

Windows Setup will not format the drive unless you ask and it asks in
precise terms. However, you'd need to explorer "C:\Documents and Settings" to
retrieve your old Documents, Desktop, Favorites, etc. This is beyond the
scope of this discussion.
