Alerting All Users

I have set up the antispyware application on win server
2003. I need to stop the app alerting ALL users and
restrict the alerting to only the Administrator (and
selected users is poss).

If just a single of the items below could occur it would
be nice having some protection in place:

Using Windows Update?
Looking for a driver on the Net for the LAN card or CD
drive? (Tip: Use USB dongles also!)
Checking Internet connectivity?
Antivirus programs might use Internet Explorer components
while updating signatures?
Emergency work at remote locations with no support
infrastructure (an additional computer or passwords for
other than server) present?
Security breach Remote intruder
