I just got a new Dell laptop with XP SP2. I am trying to assign full
read/write/execute permissions to a file. There are sharing and
security options, but none that give the ability to change read/ write,
etc. I know that such permissions were once there, especially on
Windows NT and 2000. Now there is no security tab on the file. Can I get
back to the normal security tab which allowed me to change permissions?
It should not matter if it is a Word document, picture, etc. In my case
it will be a .php file. Please do not flame or spam me.
Thanks,

Off the top of my head I don't remember what software title a ".php" file is
from but, first off, make sure the profile you're trying to access this file
in is an administrator level profile. Power Users and Restricted profiles
will limit your access to many settings. You can check or upgrade your
profile's status in User Accounts in Control Panel.

It's possible the program this file was from may have set the security level
but, again, an administrator profile should be able to circumvent this.

If you have trasferred this file from another PC it may be necessary to use
the "nuclear option" and boot into Safe Mode. Once in SM log on with the
administrator profile and change the security settings there.

Good luck.

If you're running XP Professional edition, do the following:
Go to Start -> Control Panel and double click on Folder
Options.
Click on the View Page.
Remove the check mark next to "Use Simple File Sharing
(recommended)".
You should now be able to see the Security Tab for files and
folders.

Two things to keep in mind:

1. If you want to share the files on your laptop with other
users over a network, you'll need to create accounts on your
laptop for those network users with identical credentials, same
user name and password as already exists on their computer
2. It is much easier to put files you want to share in folders
and set the access rights on the folders rather than adjust the
settings for individual files.

Removing the simple file sharing worked! Thanks! Unfortunately, the file
in question still runs as text not as a .php script but it is slightly
better to know I can change what I need on permissions. Thanks again!

You're welcome. Glad to hear you're making progress.
